讲座简介：

习近平总书记2017年初在参加上海市代表团审议时提出，城市管理应该像绣花针一样精细。此后，上海连续推动实施两轮城市管理精细化“三年行动计划”，并在2020年首次在市级层面组织编制上海市城市管理精细化“十四五”规划。这不仅反映了存量更新背景下上海这一超大城市发展模式的转型，而且推动了上海城市规划和建设管理等相关部门工作思路的转变。本次讲座将聚焦于城市管理领域的“精细化治理”，厘清概念的内涵指向，介绍上海的相关实践探索，并结合国内外案例，尝试从更深层次探讨其所面临的若干问题和难点。

Abstract:

As Mr. XI Jinping, the President of China indicated in 2017, the way of urban management shall be as elaborated as that of using an embroidery needle. Soon after, the Shanghai municipality proposed and carried out the two round of the Three-year Plan of Urban Elaborated Management consecutively, and in 2020, for the first time compiling the 14th Five Year Plan of Shanghai Urban Elaborated Management. This action does not only reflect the transition of the urban development pattern of Shanghai as one of the biggest megacities within the context of urban regeneration but also is changing the notion of the urban planning, construction, and management divisions of Shanghai municipality. This lecture would like to focus on the key concept of “Elaborate Urban Governance” which has been frequently mentioned and applied in the governing documents and social media, clarifying its significance, introducing the relevant practice in Shanghai, and discussing the problems and difficulties it is supposed to be confronted with from a deeper level.

主讲人背景简介：

周鸣浩，同济大学工学博士、罗马大学哲学博士，副教授，博士生导师，现任同济大学文科办公室副主任、同济大学超大城市精细化治理（国际）研究院执行副院长。兼任同济大学城乡联合研究中心副主任、国际城市论坛（IFoU）科学委员会委员、亚洲建筑师协会教育委员会观察员、亚建协官刊《亚洲建筑》（英文）运营主编、第九届上海市住房和城乡建设管理委员会科技委员会委员、上海市法学会农业农村法治研究会第四届理事会理事、上海青少年创新学院“社区更新与治理创新”导师。

他长期关注存量语境下的城市发展议题，聚焦城市更新与精细化治理领域相关研究。至今完成著作4部，其中合著1部、主编1部、译著2部，另外参编2部。在国内外核心期刊上发表30余篇学术论文，获省部级以上奖励近10项。目前主持国家重点研发课题子课题1项、上海市哲学社会科学一般规划项目和上海市决策咨询重点专项等省部级课题3项。
